Systemic conflict analysis with scenario techniques – law (Systemische Konfliktanalyse mittels Szenariotechnik – Recht (SyKonaS-Recht))
The project aims to develop instruments to increase acceptance in the energy transition, thus being designed to address current and future conflicts. At the core of the project is a scenario-based analysis of the interactions of conflicts at different levels of the energy transition on the one hand and the institutional, technical, economic and legal framework conditions on the other. The Stiftung Umweltenergierecht will contribute to a better understanding of the interdependent character of regulation to resolve conflicts and increase acceptance in the energy transition.

SyKonaS-legal is part of the collaborative project “SyKonaS – Systemic analysis of conflicts using a scenario method”. It aims for a better understanding of the interdependent character of legal rules across various fields of law to resolve conflicts and increase acceptance of the energy transition. For this purpose, common characteristics of legal rules to resolve conflicts and increase acceptance of the energy transition will be identified and explained. The resulting systematic summary of the present legal instruments across various fields of law to resolve conflicts will form the basis for identifying gaps in addressing existing conflicts in the energy transition. To identify future conflicts the alliance partners consider certain energy transition scenarios. Based on the results of this scenario exercise, the Stiftung Umweltenergierecht (Foundation for Environmental Energy Law) as part of SyKonaS-legal and together with the larger SyKonaS consortium works on proposals for the develop existing legal instruments. Approaches to the legal implementation of new instruments are being discussed to resolve existing conflicts even better and to effectively prevent future conflicts. Practitioners validate the legal analysis of the subproject in Science-Practice-Workshops. Within the larger framework of the SyKonaS project, the legal analyses show room for new solutions and ensure connectivity with the overall project results.
