Municipal heat management planning – development of a new instrument for municipal heat management planning linking elements of planning law and law on financial support options (Kommunale Wärmeleitplanung – Entwicklung eines neuen Planungsinstruments für die kommunale Wärmeleitplanung unter Verknüpfung von planungsrechtlichen und förderrechtlichen Elementen)

At the municipal level, developments can be prepared and implemented in a trend-setting manner in the course of the heat transition. With closer involvement of the municipalities, the aim must therefore be to transfer national heat transition goals to the local planning and implementation level. The overall objective of the project is to develop a new planning instrument or model for municipal heat management planning. In the course of the project our experts explore the current legal basis for municipal heat management planning in building planning and regional planning law as well as the possibilities and limits for heat management planning at the municipal level. Furthermore, the grounds for regulation on and definition of suitable sites for wind energy will be investigated, with a view to their transferability to the planning instrument or model to be developed in the project. The main focus here is on linking financial support options and other instruments.
