The assignment consists of preparing a legal memorandum examining the interpretation, scope, and applicability of the rules on Dedicated Measuring Devices under Article 7b of the Electricity Market Regulation in relation to electric vehicles. If the legal assessment finds that the provision applies to electric vehicles, data already generated and stored within the vehicles could be used directly for settlement and balancing purposes. Such an approach could improve the integration of electric vehicles into electricity markets. In practice, the costs and administrative burdens associated with meter installation, measurement, and billing have proven to be significant challenges and may render certain implementation models economically inefficient.
