Scientific study on topics concerning the further development of the EU electricity market (EU electricity market) (Wissenschaftliche Untersuchung zu Themen der Weiterentwicklung des EU-Strommarkts (EU-Strommarkt))
The EU internal electricity market is under constant development. Its general principles are laid down in EU directives and regulations. However, several different players such as the EU Commission, member states, ACER and ENTSO-E continously work on their implementation and supplementation by means of network codes and guidelines. The so-called “Clean Energy” package and the requirements in the context of the EU Commission’S EU Green Deal work programme are key drivers in this process, in which the current project delivers scientific support to the BMWK.

The climate protection ambitions of the German government and the EU have increased significantly in the course of 2021 and continue to do so as part of the “Fit for 55” package presented by the EU Commission. This will influence the future design of the electricity market in Germany and the EU, the main features of which are governed by EU directives and regulations. Corresponding network codes and guidelines are being developed accordingly by the players involved (e.g. EU Commission, member states, ACER and ENTSO-E). They concern, among other things, the rules of cross-border electricity trading, the allocation of bidding zones, cross-border congestion management, as well as general requirements for the electricity market design in view of a strongly increasing share of variable electricity generation from renewable energies. The project consortium around Consentec supports the BMWK scientifically, especially from the perspective of energy economics. Within the consortium, the Stiftung Umweltenergierecht (Foundation for Environmental Energy Law) provides support on legal questions around the interpretation and implementation of the EU rules.
